Established in 1992, ECO started life providing services to the European Commission under their “Global Framework Contracts I” programme,
following which it expanded its area of activities to the projects of the PHARE Programme, providing Assistance to Poland and Hungary for
the Restructuring their Economies, culminating in the Framework Contract for Support Services to PHARE Multi Country Information Programme, as well as a continued presence in the framework contracts of the European Commission for beneficiary countries.
As the aid focus of the European Union began to evolve, notably through the entry into force of the Cotonou Agreement and the gradual phasing
out of the PHARE and TACIS programme, so ECO adapted to suit the market, branching out not only into the Balkans and ENPI region,
but also into the management of large scale technical assistance programmes in Africa, as well as leadership of several consortia for the EC framework contracts.
Today, a decade into the 21st Century, ECO continues to evolve. With an ever increasing area of operations, an enviable network of local partners and consultants,
and a large client base among the international development community, ECO is well equipped and perfectly poised to deliver the services required by the donor community
and the beneficiaries of aid worldwide.
